ગરીબોની અન્ન સુરક્ષા માટે રાજ્યમાં જાહેર વિતરણ વ્યવસ્થા અમલમાં મુકવામાં આવી છે. નિયામક, અન્ન અને નાગરિક પુરવઠા કચેરી, ગુજરાત રાજ્ય હેઠળ, અન્ન અને નાગરિક પુરવઠા વિભાગ તેને કાર્યરત કરવામાં મહત્વપૂર્ણ ભૂમિકા ભજવે છે.
જાહેર વિતરણ વ્યવસ્થાના સંચાલન માટે વિવિધ એજન્સીઓ સાથે સંકલન કરીને વ્યાજબી ભાવની દુકાનો દ્વારા માસિક ધોરણે અનાજ અને અન્ય ચીજવસ્તુઓના નિયમિત પુરવઠાનું નિરીક્ષણ અને દેખરેખ હાથ ધરવામાં આવે છે. આ ઉપરાંત, આવશ્યક ચીજવસ્તુ અધિનિયમ તેમજ તેના હેઠળના નિયંત્રણ આદેશો અનુસાર માલની માંગ અને પુરવઠાને પણ નિયંત્રિત અને મોનિટર કરવામાં આવે છે.

Public distribution system has been implemented in the state for the food security of the poor. The Director, Food and Civil Supplies Office under the State of Gujarat, Department of Food and Civil Supplies plays a vital role in making it functional.
Monitoring and supervision of regular supply of foodgrains and other commodities on a monthly basis through fair price shops is carried out in coordination with various agencies for the management of public distribution system. In addition, the demand and supply of goods are also controlled and monitored as per the Essential Commodities Act as well as the control orders under it.
Management system
The state level office of the Director, Food and Civil Supplies is located at Gandhinagar to carry out the above functions. While for the operation of this office, the District Supply Officer at the district level and the Taluka Mamlatdar at the taluka level perform their duties in their respective fields.

આવશ્યક ચીજવસ્તુઓના ભાવ પર દેખરેખ
વાજબી ભાવની દુકાન (પસંદગી અને નિમણૂક)
આવશ્યક ચીજવસ્તુઓ કોમોડિટીઝ અધિનિયમ 13 હેઠળ બહાર પાડવામાં આવેલા આદેશો હેઠળ લાઇસન્સ આપવાની કામગીરી જિલ્લા કક્ષાએ કલેક્ટર શ્રી જિલ્લા પુરવઠા અધિકારી/મામલતદાર શ્રી દ્વારા કરવામાં આવે છે. જાહેર વિતરણ વ્યવસ્થાના યોગ્ય સંચાલન માટે, રાજ્ય સરકાર દ્વારા ગ્રામીણ અને શહેરી વિસ્તારો માટે નિર્ધારિત વસ્તીના આધારે દરેક તાલુકા અને શહેરી વિસ્તાર (ઝોન)માં વાજબી ભાવની દુકાનો માટે ચોક્કસ વિસ્તારો નક્કી કરવામાં આવે છે અને દરેક વાજબી ભાવ માટે વાજબી ભાવની દુકાન વ્યવસ્થાપન સલાહ દુકાન વિસ્તરણ. સમિતિની ભલામણ મળ્યા બાદ જિલ્લા કલેક્ટર શ્રીએ જિલ્લા સલાહકાર સમિતિના નિર્ણય મુજબ જિલ્લા પુરવઠા અધિકારીએ કરવાની રહેશે. આ ઉપરાંત, પબ્લિક ડિસ્ટ્રિબ્યુશન સિસ્ટમ કંટ્રોલ ઓર્ડર હેઠળ લાઇસન્સ આપવાની કામગીરી પણ જિલ્લા સ્તરે કરવામાં આવે છે.
આવશ્યક વસ્તુઓની વિતરણ વ્યવસ્થા
ભારત સરકારનું ખાદ્ય અને જાહેર વિતરણ વ્યવસ્થાપન મંત્રાલય જાહેર વિતરણ માટે વાર્ષિક/ત્રિમાસિક/માસિક ધોરણે અનાજ અને ખાંડની ફાળવણી કરે છે. જ્યારે પેટ્રોલિયમ મંત્રાલય વાર્ષિક/ત્રિમાસિક ધોરણે કેરોસીન ફાળવે છે. મહિનાની શરૂઆતમાં, રાજ્ય કક્ષાએ ઉપલબ્ધ આવશ્યક ચીજવસ્તુઓના જથ્થાને રેશનકાર્ડ ધારકોના પ્રકાર, વસ્તી તેમજ રાજ્યમાં કાર્ડ દીઠ ઉપલબ્ધ આવશ્યક વસ્તુઓના ધોરણોને ધ્યાનમાં રાખીને જિલ્લાવાર રીતે વિતરણ કરવામાં આવે છે. જેના આધારે જિલ્લા પુરવઠા અધિકારીઓ તાલુકા (ગામ) અને શહેરી તાલુકા (ઝોન) માટે ફાળવણી કરે છે. જ્યારે તાલુકા મામલતદાર/ઝોનલ ઓફિસરો વ્યાજબી ભાવની દુકાનો, કેરોસીન રિટેલર્સ/હોકર્સને કાર્ડ ધારકોને વિતરણ માટે આવશ્યક ચીજવસ્તુઓના વિતરણ માટે માસિક ધોરણે પરવાનગી આપે છે. સંબંધિત વાજબી કિંમતના દુકાનદારોએ આ પરમિટમાં દર્શાવેલ જથ્થો ગુજરાત રાજ્ય નાગરિક પુરવઠા નિગમ હેઠળના ગોડાઉનમાંથી મેળવવાનો રહેશે. જ્યારે કેરોસીન એજન્ટો દ્વારા નિમેલ અને જીલ્લામાં ભારત સરકારની ઓઈલ કંપની દ્વારા પરવાનગી આપવામાં આવેલ કેરોસીનનો જથ્થો વાજબી ભાવની દુકાન/કેરોસીન છૂટક વિક્રેતા અથવા હોકરના સ્થળે ઘરઆંગણે પહોંચાડવાની વ્યવસ્થા કરવાની રહેશે.
Ration card
Generally, every family residing within the state has the right to get a ration card. For this, the head of the family has to give full details in the prescribed form prescribed by the state government and apply to the office of the Taluka Mamlatdar / Zonal Officer of his area with supporting evidence. As per the provisions of the Citizen's Charter, the Taluka Mamlatdar Shri / Zonal Officer has to check the application of the applicant and as per the requirement, determine the category of the card, obtain the photos and biometric details of the head of the family / members, issue a barcoded ration card. Under the Barcoded Ration Card Scheme, the cardholder has to visit the e-gram / cybercafe on the basis of their biometric details and get the barcoded coupons of the quantity of essential items to be found according to the category of their card. Personal coupons are printed out on all items available to cardholders on A-3 size barcoded coupon sheets.
At the same time, the quantity of essential items received during the month of that year should also be recorded in the baroqueed ration card. Arrangements are also being made in the coming days to make arrangements so that the barcoded ration card holder can get the quantity of essential items from any reasonable price shop.
Later in 1945 they returned home to California to continue the grocery businesses in Walnut Grove and in Fresno which were pack up during the war. In 1947 the brothers also opened an office for wholesale distribution during a small house on 6th Street in Sacramento. due to the anti-Japanese sentiment at the time, they decided to call the corporate North American Food Distributing Company rather than using their Japanese surname . Soon thereafter, North American Food relocated to 4th and R Streets where the brothers started importing, in addition to food items, Japanese handicrafts and gift items. This Japanese gift import business became North American Trading Company. Both businesses operated at this location from 1956 to 1988.
With the outbreak of war II, the family had to go away the companies and were interned in Amache Relocation Center in Colorado. During the war, the brothers Richard and Edward formed a partnership and opened alittle market in Granada selling mainly domestically produced soy , miso or soybean paste, pickled plums, pickled scallions, and U.S. grown rice. Later brother Flu joined the partnership and that they opened another store in Denver
